Mark I. Payne, A Lifetime of Service: July 9, 1956 to July 17, 2010
It is with great sadness that we announce the passing of Mark I. Payne, our Division of Substance Abuse and Mental Health Director, who passed away on July 17, 2010. Mark was truly committed to bettering the lives of individuals struggling with mental health issues and regularly put his personal needs aside to tend to the needs of others. Utah's School Behavioral Health Services Implementation Manual offers tips on how to begin a school-based behavioral health services program in your area. These programs promote health and wellness, reduce barriers to learning, increase graduation rates, and decrease criminal justice system involvement. Click here to see the manual.
