The Utah Division of Substance Abuse and Mental Health is the State agency responsible for ensuring that prevention and treatment services for substance abuse and mental health are available statewide. It is with great sadness that we announce the passing of Mark I. Payne, our Division of Substance Abuse and Mental Health Director, who passed away on July 17, 2010. Mark was truly committed to bettering the lives of individuals struggling with mental health issues and regularly put his personal needs aside to tend to the needs of others.
